    Go to the init.ora file and comment out the line:
remote_login_passwordfile=exclusive

Try starting your instance again, it should work this time.  Then you need to go back to the $ORACLE_HOME/dbs directory and run orapwd and create your password file for this instance.  After that, you can uncomment out the above line in the init.ora and bounce the instance.

for this i separately created the orapwd file command and executed still
it is giving the
same problem .
