Is anyone aware of a tool to replicate a NON-ARCHIVE logged database?

Our environment is currently non-archive logged due to extremely low transaction volume (approx. 400 updates) per day.

Management has requested replication to our development instance on a daily basis. It could be done using our nightly tablespace exports, but imports are so slow, it may not complete before regular office hours.
