It may be a problem with NIS+ or DNS or network configuration in general. Did you do truss?

If I read the oerr cause/action correctly maybe you should check your client memory.

this is returning an error

TNS 03506 fail to create address binding

normal ping is successful
is this operating system problem or Oracle problem
Sever has got 1gb memory and 2gb swap area
