NOTE - Using Oracle Owner the Database Coming up Normally WITHOUT any Error Message
NOTE - Both the Users have the Same .profile , Initialise the Same Environment Variables
NOTE - libwtc8.so Exists in $ORACLE_HOME/lib Directory which has been put in
PATH too
Also Attempting to Start the Database With Control (Cursor) present in
$ORACLE_HOME/lib Dir Continues to give the SAME Error Message
NOTE - Got the Same Message when Running mig exe , which was Overcome by
Copying libwtc8.so
in the SAME Directory as $ORACLE_HOME/bin
