I'm not a bright network guru, but here is a thought:
A tech support person can't always be perfect, so you might have to cut your losses when dealing with a specific problem.
If you have the luxury of time, consider asking them (Oracle tech
support) to close the TAR. Lie if you have to (actually they are
probably going to be quite happy to close a TAR regardless of your
reasons, and unlikely to object!). Then a couple of days later call
the same issue in again, and hope you get someone else that is in a
better position to deal with the issue.
