I think that's right, but I have not got time to check now. If you're curious, the way to check is to use event 10053. Its trace says exactly what selectivities are being assumed.

Whilst I haven't confirmed this with any tests,
the doc from an internals course which I took
says that the default selectivity for
bounded/unbounded range scan for bind variables
is 5%.
Let me know if you find anything to the contrary.
