Who is the owner of the trigger ?
Does he have the administer database trigger ?
Another thing, what tool is used to connect to the
database ?
For example, creating a trigger on the ctxsys
(Intermedia) user doesn't work because the ctx
executable does not connect to the db as sqlplus does.
