Oracle only uses the temporary tablespace for sorting. A temp segment is created in the users default tablespace when doing stuff like rebuilding indexes or doing a create table as command. That is where your issue lies.

My alertlog has an occasional entry that says "ORA-01652 Unable to extend temp
segment by 192 in tablespace USERS."

But if I select temporary_tablespace, username from sys.dba_users - no user has
