With regards to more developer oriented lists, try http://www.odtug.com. They have some lists (hosted by FatCity) that are developer oriented. A few people on this list follow them and participate.

You might also try Usenet, specifically the comp.databases.oracle.tools group. If you don't have direct Usenet access, you can always use one of the web sites that allow you to participate, www.deja.com is one of them. When researching issues, besides searching Metalink and other places, talking to peers, etc., searching the Usenet comp.databases.oracle.* archives at places like www.deja.com can be very helpful.
