Normally it doesn't have any impact, except the fact that the users trying to establish a connection to your prodn database (after stopping listener) will have to wait till the listener is restarted.

nope, you don't. The listener.ora file is read and loaded when the
listener
is started and then not read again until you either reload or stop and
start
the listener. Just as with the init.ora file.
