Hi,
This I believe is normal behaviour for temporary tablespace created as temporary. Oracle reuses the extents in the tablespace. It will be cleared on restart or alter tablespace. Don't worry about it you'll have less overhead this way

When we run a process in the database, the Temp tablespace fills up. Looking at OEM Storage Manager, shouldn't the Amount Used decrease back down to zero after the process has been finished and committed when there isn't anything else running on the database? Ours doesn't seem to clear out. Does temp clear out when the table being sorted is no longer being sorted or is there some other DB process that comes along periodically and cleans it out?
