You're right, it really doesn't matter between a 9 gig drive and 18 gig drives that much because the bottleneck will be at the Internal bus of the storage array and server. This is especially true with the technology and speed of hard drives now-a-days. For example, Cheetah has 15000 RPM 18 GB drives. However, depending on your database, you would like to optimize the data access to eliminate any variables during performance tuning.

You failed to explain the nature and type of database (i.e. OLTP database where Performance must be optimized), so it is hard to advise you of what to do.
