Well, I did have a bad compatible setting (8.1.0), but changing it to 8.1.5 didn't help. And I'm positive that function-based indexes were supported in 8.1.5
As to the two parameters, I can't find any indication that they tie into function-based indexes. Actually, after reading up on them, I'm no wiser.
