I had the bad experience, that OAS4081 needs SP3 first, even if you have SP5
or higher, other wise it got totally unstable or some times it did not even
start.
Why don't you use Oracle Internet Application Server? It's available from the support or technet.oracle.com. The core is the Apache webserver, so it should be fast and stable.

I am trying to install OAS 4.0.8.1 on NT 4.0 SP6 with Oracle 8.1.5.
The OAS Release notes say it should not be done but Doc ID 93573.1 from Metalink proposes a 'workaround'. I tried it with disappointing results.
Has anyone tried (succeeded) with this? Do these instructions omit anything?
