Maybe it's a group issue, rather than a password.

Start by checking your init.ora param for remote_login_passwordfile = value

Here is the version 8.0 syntax on nt:
D:\orant\BIN>orapwd80.exe
Usage: orapwd file=3D<fname> password=3D<password> entries=3D<users>

  where
    file - name of password file (mand),     password - password for SYS and INTERNAL (mand),     entries - maximum number of distinct DBA and OPERs (opt),   There are no spaces around the equal-to (=3D) character.

Here is 8.1.6 on AIX:
$ orapwd ?
Usage: orapwd file=3D<fname> password=3D<password> entries=3D<users>=20

  where

Not much difference...
You will want to rename the password file to do this, and the database = needs
to be closed.

If this doesn't solve it, it's probably your init.param....
