Since there are no users on the production machine, right now is a good time to look at the application programming. See what the SQL statements are doing and if you can improve them any. Also, this is the time where you anticipate I/O and lay it out as best as possible. At this stage tuning the SGA is useless.
When it goes live, then, tune accordingly.
