Alex,

You'll need to be logged in as a user that has local Administrator
privileges.
If your user account has the Domain Administrator role granted to it,
you're all set (if you're using NT Domains).
The local group ORA_DBA will be added to the local machine during the
install.
You'll need to grant that role to other users that will log on locally,
after the install.
Is this install for your machine, or for a stand-alone database on a
dedicated machine?
If its your workstation, install as your user account - if you have the
local administrator privilege.
If its a stand-alone database, I prefer to configure all of my Oracle
Servers as a specific account that has local admin, but is not a member
of the Domain Administrators group .It depends upon if you use that user
for the configuration of backup software, or if you use a designated
domain user in the configuration of backup software. Most NT backup
software requires the Domain Admin group in order to function (poor
design) - it should run as Backup Operator.
Install as that user. After, grant the local (NT) ORA_DBA role to either
a group or to individual users that would log on locally.
But I ask that people just leave the workstation locked and running as
the oracle user.
There is an additional difficulty in that you will likely have to
configure your batch jobs to run under the permissions of a user, rather
than under the (local) SYSTEM account. My batch compression jobs
wouldn't run without being configured to run as a local user.
