I believe DataShark or one of their product suites does this. I've not used it, but have seen it. Not sure about pricing or compatibility w/Open VMS, but they should have a web-site with contact info.

Hi,
  we have our 816 Oracle sverver on Open VMS and want to know, how the databse behaves in heavy load and stress situations. Are there any commercial tools to generate a lot of inserts, updates and so on while others take all the CPU and some that try to select meanwhile?

Any tips are appreciated.
