If you reboot the machine it doesn't mean that machine will start
the database automatically unless you have a auto start database
set up in your machine. when are you getting that message, after
rebooting? or trying to connect to database?, It looks likes to me
that database went down for some reason, check admin/bdump/alert_SID.log
file for details and errors, however,try to start the database again ,
it should resolve your problem .
