two listener, one protocol.ora

List,
in our 8i, we have two instances, and two listeners for each db, now if i have a "protocol.ora" file, will it be valid for BOTH the listeners ??

PS: i'm porting my db from 7.x to 8i, is there any other way of granting/denying
