Hi Dave,
The long UTL_RAW utility can determine the length of a long raw column. See: http://technet.oracle.com/files/search/search.htm?long%20raw%20size

Subject: Long Raw size
Anyone know the best way to determine the size of a long raw in a record? The app dev guide says I can't use functions on the field so I am left in the dark.
Thanks, Dave Turner
