It certainly is possible.
I have both 8.1.5.0.5 (ie 8i) and 8.1.6.1.2 (ie 8iR2) installed on my notebook running Windows NT 4 Workstation SP5.
(For good measure, OEM 2.0.4 and OEM 2.1 are also installed).
Both the Oracle versions are the Enterprise ones.
Limitations - speed, depending upon the memory, CPU and number of disks in your workstation.
Maybe not relevant, but I believe OPS requires an NT cluster which requires NT Server Enterprise Edition.
