oracle and citrix over vsat

i need this info for a client of ours in Tanzania. The users in Tanzania are using a forms based application and connecting to a database in South Africa. The link was over vsat and it was extremely slow. So they have implemented a citrix based solution.

Even with this, the response is pretty slow expecially after 4/5 users log on.. Have any of you implemented such stuff over vsat links and what is the solution for this...

All Oracle related tuning like reducing the amount of data transmitted, etc have been looked into.
