Need role to grant for select on v$database

I saw a thread on this recently but can't remember the specifics. I didn't save it because I didn't need
it at the time. Looked through my documentations but the few predefined roles shown just won't do the trick.

Anybody save that recent mail on roles for select on v$database to a developer?
