I've seen this before. There are two probable causes: 1) you were removed
from the DBA group (likely, if connect internal works when connected as the
oracle owner) or 2) the dba group permissions have been modified on some key
files in $ORACLE_HOME such as the /dbs directory. The first is what happened
to me.
