The OUTLN schema is used to manage 8i's plan stability feature. Dropping the
OUTLN user can cause some seemingly unrelated error messages to suddenly
start appearing, as it seems to be an integral part of the database.
You might have to give Oracle a call, as the OUTLN schema is created at database creation time and it's not easy to recreate it.

After creating a stored procedure with no compilation error, after 'execute <procedure_name>...' this one appeared
ORA-18008 cannot find OUTLN schema
What the hell is OUTLN schema?!?!?!!?? How come compilation went without errors and then ORA-xxx appears. Everything related to the privileges is ok.
