FW: tnsping error

Hi Guys,
  I am reposting it. If any-body has faced similar problems then, Please share the solution. I am not able to start server manager in motif mode too(only line mode) :

Platform info is:

OS           : Digital Unix 4.0 F
HardWare     : DEC Alpha 4100
Oracle       : 7.3.4.0.0

In starting Servermanager in GUI Mode, the error message returned is :

TK2-00001: an undefined Oracle Toolkit II failure occurred

 While doing tnsping following error is returned :
