ORA-12547: TNS:lost contact

I'm Getting an ORA-12547: TNS:lost contact when trying to connect = locally=20
to the database via sqlplus or Perl cgi scripts as a non oracle unix = user.=20
Everything works normally if I'm signed on as the oracle UNIX user or = connect as a=20
remote user(userid_at_sid). The problem started after re-linking the Oracle = executable for=20
rman/Veritas/netbackup. All of the necessary environment variables are set = properly=20
as well as file permissions.=20

Link statement: make -f ins_rdbms.mk ioracle LLIBOBK=3D/usr/openv/netbackup= /bin/libobk.so

Hardware:SGI
OS: IRIX 6.5
DB: Oracle 8.0.5.1
