A quick and dirty solution in 8.x will be to grant the SELECT_CATALOG_ROLE, although this will give him/her access to many objects.
IMHO, better solution is to use a heavy, blunt and cheap object as it must be done to developers that ask for admittance to the holy DBA land.

Hello Friends,
I am facing an intereting problem at my office. I want to give to a perticular developer access to all V$ tables.What is the role that i have to grant.He wants access to a view called v$sqlarea(or v$sqlbase i don't remember).And he says the DBA has to run a script called utlmontr.sql.What is this ?Any idea?
