I don't think it's anything to do with the password file at all. If the database work fine before by connecting internal without a password, then I believe some env setting is wrong for that session.

Try to check these few out:

are you in the group DBA?
did you set TWO_TASK?
Is your ORACLE_HOME point to the right home?
Is your ORACLE_SID point to the right SID?
