I believe you need not shutdown the machine.But only the database should be bounced.Correct me if i am wrong.

first you will have to change = remote_login_passwordfile =3D EXCLUSIVE in the init paramater . for this to get activated you will = have to shutdown the m/c and restart it. once this is done you can give sysdba = rights to any user,but be careful in giving these rights this is a very = critical role.
