Intelligent Agent Configuration on OS/390 Unix Systems Services

We are having problems getting Intelligent Agent to work right on USS. The Intelligent Agent version is 8.0.4.0.0 and the OS/390 version is 2.5. We have configured Intelligent Agent as suggested by Metalink Doc ID 69334.1. However, we keep getting the following messages:

Fatal NI connect error 12203, connecting to: (description=....

And getting the following TNS message:

TNS-12203: TNS:unable to connect to destination

TNSPING will only work if IP address is specified. Will not work with host name or fully qualified name specified.
We do have a listener running and can get to it from OEM.

Any help would be greatly appreciated.
