GOOD 3rd party vendors should also require or adamantly suggest that a
test/install environment be setup. They may ship a training database with
sample data.

Thanks everyone for the support.
Most applications being run in our shop are not developed in house.
So what happens is a single set of software and hardware is purchased
for prod and nobody mentions a word about a test system.
I am the one who has been jumping the hoops about setting up test system.
