original words are about destroying Carthage. In the second Punic war
Romans defeated Carthagians, but didn't destroy the town. Some times later,
one of the famous roman politicians - Cato the Elder - ended every his
speech in the Senate - on whatever subject - with those words. At the end,
Roman senators found that there is no way to stop him besides starting a
third Punic war and destroying Carthage - what they did.
