Look on MetaLink; there's a number of documents there
with some basic examples.

The Oracle Press book 'Advanced PL/SQL Programming' has much more useful info on this than any place else I looked.
3)
Check my website ( www.teleport.com/~jkstill/util ).
There should be some new stuff on encryption there in the next few days. One of the pieces uses a C external procedure.
4)
Read the PL/SQL Developers Guide on the documentation CD. IT covers it, but it's much easier to follow with the above mentioned book.
