OEM Management server on Win 2000

Anybody tried to install OEM management server on WIN 2000 box?. In readme for 8.1.6 there is a notice that it is not certified for WIN 2000. When I am trying to start it it gives me an error 997 - overlapped I/O operation in progress. Database with repository is on the same computer and started. Listener also started. I can connect to the database as a client using SQLPLUS. Any ideas?
