Bill,
A FULL status indicates the RBS has encountered an
ORA-1562 "failed to extend rollback segment" error.
It's set to full so that new tx's will not attempt to
use that rbs. The status of full is cleared when ALL
active tx's in that rbs have committed or rolled back.
You can also try taking the rbs offline and back
online to clear the full status, provided sufficient
tx's have committed or rolled back.
