Jay,
Check the value for DB_DOMAIN in your init.ora. I
suspect that it begins with a . so the global_name
for the db would contain .. which is causing the
ORA-2084
Ex: db_name=ORCL
db_domain=.ACME.COM
The global name would then be ORCL..ACME.COM
