yes GUI of Oracle Applications was built entirely with Oracle
Tools - notably Developer2000 1.6.1 was used for Oracle Applications
rel. 11.
Applications 11i are built with the Oracle Developer6i.
If you want to develop any extension to the standard software
you should be familiar with the Oracle Tools. The useful advices
for developing customizations can be found in
Oracle Applications Developer's Guide (that is a part of the
standard Applications documentation set).
