Glen,
You could have different GLOBAL_DBNAME's for db's with same ORACLE_SID. As I can tell OEM uses GLOCBAL_DBNAME.

Working in a Development and Production environment, our development platform
databases
are duplicates of our production to simulate real world development environment.
Therefore, a lot
of the SIDs are duplicated across platforms. After discovering the most
important production databases,
how can I have OEM rediscover the databases on the development platforms that
have the same SID.
Do I have to have a second management server running on a different machine to
handle this?
