When did they start charging for it? A couple of years ago we had a customer completely hose their database, then discover their cold backups hadn't been running for about six months. Oracle used data unloader to recover most of the data, but the whole thing was covered under the maintenance contract.

That "special recovery process" is called Data Unloader, you don't purchase it but they do come in, install and run it and then take it off your machine. And when you are looking at losing millions of dollars worth of orders, $10K is chump change.
