Display issue

Hi all

On one of the client machines in our office numeric values from the database are displayed with the comma as decimal separator. I realize that it is specific to the machine but what else, besides regional settings should be changed.
I have used SQL Plus, and regardless what I pick as the decimal separator (and reboot between changes) the data is always displayed with comma. It is a Win 98 machine but the same happens on other machines - WIn NT or Win 95. No matter what the regional setting is, the data is displayed with the period as decimal separator.

Is there anything else to change?
