The problem with Intelligent Agent is its "intelligence". While shutdown immediate tries to disconnect all current sessions, IA will try to get connected as soon as its session is lost. So there is often a longer time for shutdown when IA is running.
This is no big problem, though. Shutdown will always win this battle. But if you want to shutdown really immediatly, you should stop IA before shutting down.
