Unix Group/User Directory Restriction

We have Oracle 7.3.4 running on NCR Unix 3.02. We have certain files generated by the Oracle application that need to be ftp'ed to user PCs. In the IT area, we use WinFTP; but have noticed that through WinFTP we can move anywhere on the Unix system and delete files. Therefore, we do not give UNIX logins to end users. We want to provide a way for users to move their own files, but can't seem to figure out how. We are looking at the idea of creating a Unix login or group that is restricted to one directory. We would direct the files to this directory then users could use WinFTP to move the file from the directory to their PC. We are assuming that WinFTP will only allow access to whatever Unix allows. We've not been able to test this because I can't figure out how to create a group or user that is restricted to only one directory with no ability to move up the tree. I found a couple Unix commands for creating and deleting groups, but I didn't see how they could be restricted. My Unix expertise is limited so I hope I'm just missing something simple.
