Concurrent Manager issues - Need assistance Please!

Upon trying to start the Concurrent Manager for the first time, we are encountering the following error. Please note that:

1. the environment variables have been set, including GWYUID, FNDNAM, TWO_TASK, and ORACLE_SID
2. the passwords are correct (I can connect using sqlplus with the id & password being used)
3. the dual table has exactly one row in it
4. there are no jobs in FND_CONCURRENT_JOBS with a status of "T"

anyone out there seen anything like this? We are all scratching our heads here (even more than usual) =)
