I was maintaining a Forms 3 against RDBMS 7.3.4 at a major pharmaceutical firm in Indianapolis up until last September. Obviously, you have forms written that you want to keep. But to do that, you'll want to EXPERIMENT with creating packages in Oracle 8 that generate exceptions that can be trapped in Forms 3 (lots of luck). Not to be argumentative, but only to prompt some serious thought: Why does Kimball need to go to Oracle 8? If Kimball sees the need to move to Oracle 8 then why are they still on Forms 3?
