Oracle 8.1.6 Resource Manager

I am attempting to use the Database resource manager to reduce context switching between server processes.
After setting it up as detailed in the AG I see no noticable performance difference.
Does the resource manager make calls at the solaris level to change the default o/s process scheduling algorithm?
It should do this to co-ordinate context switching with RDBMS latch allocation (as claimed in the
concepts guide).

Does anyone know of any details on how context switching differs when resource_management is ON, as opposed to off?
