NLS environment in OpenVMS

Hello,
I have two questions:
1. does anybody know, how to set NLS environment variables (which logical names???) in OpenVMS?
2. if I want to transfer data from database on WinNT (character set 1250) to database on OpenVMS (character set 1250)

      through export/import, I get error:
$> imp system/passw full=y file=expdat.dmp ignore=n grants=y rows=y
