According to Operating Environment Software Requirements of the OracleŽ Developer Suite Installation Guide
10g Release 2 (10.1.2) for Solaris, Windows and Linux x86
Quote: | Red Hat Enterprise Linux AS/ES 2.1, 3.0, 4.0 (...) are certified and supported

I *know* that you'd like to install Release 1. As it isn't certified with RHEL 4, why wouldn't you install Developer Suite 10g R2 instead?
As far as I can tell, you *might* be able to install Developer Suite 10g R1 on RHEL 4, but - as this combination isn't certified - you'll probably encounter different problems which will make development process quite painful.
So: either install Developer Suite 10g R2, or choose another operating system (which is certified with Developer Suite version you are about to install).
In order to find out which operating system is certified with which Oracle product, check the Oracle's Certification Matrices.

As far as I can tell (and that's really not much), the only thing you'd have to do is to recompile existing forms and reports (compile ALL, i.e. Ctrl + Shift + K).
However, I'd suggest you to check Metalink and read all documents you can find about migration from R1 to R2, create testing environment and do the job there, run every form and report to make sure everything works correctly and THEN, when tests prove that it is OK, let the new version into production.
