While I was creating batbase using database configration assistsnt
this error arise to me

ORA-01041: internal error. hostdef extension doesn't exist tips

You have posted only tip of iceberg, This error is usually accompanied by a number of other error messages. Please post full error message along with your database & OS version. There can be one million reasons for internal errors ranging from poor OS configuration to EOF on network stack.
